Job Details

Performs tasks related to the planning, creating and executing test administration, learning management,customized subject matter specific training and educational courses that are delivered via an instructor-led (i.e., traditional classroom setting or conference/seminar) or web-based (i.e., internet/intranet, software packages and computer applications) system. Tasks may include conducting evaluations;analyzing and identifying communication and skill requirements; translating needs into workshop and remedial training modules; developing and revising workbooks and class instructional materials associated with standard and customized workshops; performing training related administrative tasks;developing and maintaining training databases; conducting face-to-face and online training; attending and participating in meetings and committees; and making presentations, as needed.

Key Responsibilities

  • Establish and maintain relationships with key stakeholders
  • Reviews, evaluates and develops training programs for VHA HRO Transformation
  • Analyzes all data points related to VHA HRO transformation from a learning organization perspective
  • Develop curricula, ideas for group discussions, demonstrations and workshops, identifying training needs, making changes to current programs, preparing training materials, report training needs/requirements to appropriate leadership and assessing training program outcomes
  • Exhibit creativity in all training modalities and problem solving, innovative
  • Conduct training needs analysis/instructional analysis to identify and implement the appropriate learning interventions to ensure conformity with training objectives and developed training plans, as needed
  • Consulting with senior VHA instructional staff to confirm program/system objectives, operational procedures and system/program constraints
  • Evaluate training delivery and measured results
  • May conduct analysis of instructor performance to drive improvements
  • Contributes to moderately complex aspects of a project
  • Designing and creating training materials, communication materials, newsletters, etc.
  • Responsible for performance of all training required record keeping
  • Conduct training, as required, via all modalities
  • Lead in the areas of test and evaluation, technical manuals, training, training materials to support VHA HRO Transformation

Required Qualifications

  • A Masters from an accredited institution and 8 years of relevant experience

Preferred Qualifications

  • Training experience within VHA
