Summary

This position is located in the Region 6 of the Federal Transit Administration (FTA). The incumbent reports to the Deputy Regional Administrator.

You will be responsible for all Regional office administrative functions in support of the regional office operations which include cost center management oversight of personnel program, office service management, contracting and procuring supplies and services and general administrative support.

Responsibilities

The Administrative Officer:

  • Develops, maintains, and conducts year-end closing of the annual administrative operating budget.
  • Resolves discrepancies between budget and actual expenses based on changes in priorities or emergent agency or regional needs.
  • Provides support to employees who request assistance with E2 and other travel related matters within regulation guidelines.
  • Prepares procurement requests. Manages office credit cards. Analyzes the needs for office supplies, equipment and furniture. Conducts extensive research and meets with sales representatives to identify the best available products.
  • Initiates personnel actions for reassignment, transfer, promotion, resignation, etc. Completes the paperwork required for creating a new position, transferring a position, or abolishing a position. Processes new employees and assures completion of necessary documentation. Maintains a database of completed training for Region 6 staff.

This position is perfect for an Administrative Officer with a wide variety of technical, operational and administrative functions including budget, procuring supplies & equipment, and human resources functions and activities in support of an organization.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the GS-09 on Experience, you must have at least one year of specialized experience equal or equivalent to the following:

  • Experience applying general office administrative guidelines, procedures, and precedents (such as human resources, procurement, travel management, and operating computer software programs) to carry out all necessary tasks.
  • Experience applying time and attendance program guidelines and procedures.


To qualify for the GS-09 on Education, you must have:

  • A Master's or equivalent graduate degree OR Two full years of progressively higher level graduate education leading to such a degree
  • A LL.B. or J.D., if related


You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-11 on Experience (in addition to the GS-09), you must have at least one year of specialized experience equal or equivalent to the following:

  • Experience managing office budgets and procuring supplies in addition to implementing procurement and budget procedures.
  • Experience maintaining and tracking multiple schedules and activities to ensure that deadlines and requirements are met; using computer applications and electronic databases for record keeping, research, reporting and organizing; and managing multiple tasks efficiently and accurately.


To qualify for the GS-11 on Education, you must have completed the following:

  • Ph.D. or equivalent doctoral degree
  • 3 full years of progressively higher level graduate education leading to such a degree
  • A LL.M., if related

You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
